The most powerful tool in the modding scene is TRE Explorer. Making graphical changes to textures is the one thing it can't do however.

This plugin gives you the ability to open .DDS files you extract using TRE Explorer in photoshop. You can make whatever changes you want and then save them again ready for use in the game.

The file is a simple installer, so if you have interest in texturing then get the plugin installed and let your artistic side go wild! To get into the texturing game some experience may be required, but for those new I will be doing a series of tutorials to sum up all the basics in the coming future.

I run win7 64bit so i had to do the following:
DL the 64bit from here http://code.google.com/p/gimp-dds/downloads/list

and as I posted on their issue page I did this:
for 64bit I had to copy the 64bit plugin to the plug-in folder
Then I copied ALL dll files from bin to the plugin folder (got sick of executing it many times getting dll errors)
Then ran the dds.exe as admin.

Opened Gimp and did a open file and select all files, not select all images.
This was after over an hour of fighting with it. Now works fine with this method.

I wish Adobe would support DDS in PS by default. <_<
The plugin hasn't been updated for years, it still works on most versions but never worked on PS 64bit, which is sad.

Still trying to find something new but nothing comes up, Gimp seems to be better for Normal Maps, but I've been using PS and the DDS plugin for too long to switch just like that.
Using PS for DDS editing, and Gimp for Normal Maps (which makes them less grainy and more "natural").

I'm trying another plugin which looks weird, I don't know if it's as handy as the NVIDIA plugin though.
