Looking for adjustable enviroment mod include adjustments of next things
- increase/decrease rank of ambient sounds like rain, heavy rain, thunder (so player can choose what weather/effect he wanna hear - heavy sandstorm or just sand noise)
- gradation of sound volume for ambient sounds (right now it come with all other effects)
- adjustable or ability for cancel weather graphic.
For example, im choose dont see bad weather on one or all planets, quiet sound for all enviroment effects and no rain sound effects.
Is it possible?

It is possible to do all of those things and you can find mods which alter the ambient sounds and weather.

But those changes are made by manually altering files. What you're asking for is some kind of setup program to choose what the alterations are and apply them. And that will be difficult.

Is it possible?
Weather is set by an index ID in datatables/environment, going 0 through 4. 0 being the "normal" one and the rest gradually getting worse in terms of conditions.

You can't change it on the fly, it's controlled by the server.

- adjustable or ability for cancel weather graphic.

This is done serverside as well, /server weather change 0 will set it back to weather index ID 0.

I think the best you could do is change each index you want to suit the player.
