Adding fog to water plane

Would it be possible to add fog to planetary water planes so it looks like water when the camera goes underneath the surface? Right now it kinda looks like 2 volumes of air separated by a horizontal wall painted with a normal-mapped water texture, but that's just my opinion.

Yeah thats basicly what it is.

A bit late but with our current tools I'd say no. With a terrain editor you should be able to just pop a few particle effect emitters in water areas though and I imagine that'd get that type of effect. Certainly not perfect but thats all that comes to mind.
