TRE Explorer is currently the most essential piece of software used to modify the SWG client files. In summary you can view and extract from all the TRE files and TOC files and you can edit almost all of the files with the inbuilt IFF Editor.

Overview
TRE Explorer is a multifunction modding tool for Star Wars Galaxies: An Empire Divided.

TRE Explorer aims to integrate the TOC/TRE viewing and extracting features from TRE Archiver, SWG Explorer, InsideSWG, and Kadoo, as well as the editting capabilities of STF Edit, IFF Reader, Nelk's IFF Editor, SWG File Viewer, and SWG Palette Editor. In addition, TRE Explorer introduces several new features, such as an IFF DataTable Editor, that have not been previously available.


Features

Open SWG's TRE and TOC files and display their contents
Preview all files internally
Preview DDS files as an image with zoom, scroll, and save as (BMP, JPG, PNG, TGA) functionality
Preview STF files as a table
Preview datatable IFF files as a table
Preview form IFF files as an ASCII dump
Preview PAL files as a color palette
Preview ILF files as an ASCII dump
Preview WS files as an ASCII dump
Preview MP3 and WAV files as playable sounds
Preview all other files as an ASCII dump
Edit many files internally
Edit datatable IFFs as a table with save functionality
Edit form IFFs as a node/hex view with copy/cut/paste, insert/overwrite, find/replace, and save functionality
Edit ILMs as a node/property view with save functionality
Edit PALs as a color palette with add/remove/change color and save functionality
Edit STFs as a table with add/remove and save functionalirt
Edit WSes as a node/property view with save functionality
Edit many other file types using the form IFF editor
Export single files, batch files, and batch folders
Search by filename within the TOC/TRE contents
Sort by name, file type, containing TRE, path, size, or compressed size
Filter by containing TRE and/or file type


Installation instructions

Download and install the Microsoft .NET Framework Version 2.0 for your operating system
Microsoft .NET Framework Version 2.0 Redistributable Package (x86)
Microsoft .NET Framework Version 2.0 Redistributable Package (x64)
Download and install the Microsoft DirectX End-User Runtime
Download the latest TRE Explorer package
Unzip the package to any folder
Run TRE Explorer.exe

Is it possible to add unicode support to this tool? For example japanese localisation displays as question marks. [hr]

Fixed the link. You'd be better off asking someone familiar with the source.

I can't find anyone familiar with the code and I can't even compile it myself (something wrong with .net framework version).
And I tried every stf editor i found, none can support unicode =(

It was good for its time, but Sytner's Tool is a more correct tool that will enable you to do things easier, faster, and overall more efficient.
