NPC To Sell Items

Hello,

I was wondering if there is an NPC in game that currently sells items (not faction based). I was trying to find one so I could base a new NPC off of the existing one. Just trying to have the NPC sell items (armor, weapons, ect)

There's Tatwi's Legend of Hondo sales vendor (possibly burried in here).

Couldn't find it at first glance but pretty sure its in there somewhere.
