Been meaning to do something like this for over a year now, finally got around to it. Over the months I've started collecting .TOC files from different eras and updates, along with help from others, Vidi and ilikenwf especially, which lead me to create a fairly broad picture of what's inside 'hidden' v6 archives.
Background as to why we normally can't see what's inside v6 archives; before patch 18, every .TRE file had their own Table of Contents, or TOC, inside of it, meaning, these didn't rely on any other file and could simply be opened and read on their own. When patch 18 came along though, SOE decided to centralize the TOC, in order to only read the latest version of each file inside the archives, which was fine for SOE, but bad for anyone wanting complete access to files past patch 17.
I've also put up a link containing 'missing' .TRE files, which the average user might not have. To see the list of these, look at the specific Install section in this thread.

[2016/01/04] Updated all files to be compatible with SIE 3.5.
[2015/05/26] Updated a lot of the current .TOCs, updated and added Beta 4 to the SIE cfg key, added missing .TRE files, and added the following to the TOC History:

TOC History
Up front, I've changed the upload from a .7z to loose files. If you still want to download it as a compressed archive, right click on Toc History on the left hand side and right click > Download as ZIP, like shown in this picture:
Using these is fairly straight forward, if you use anything other than Sytner's Iff Editor (Which you shouldn't, download and use it already!), put the .TOC files inside of the directory that contains your .TRE files.
If you do use Sytner's Iff Editor, create a '!tocs' folder in the SWG directory that you use with SIE, put the new .TOC files from the MEGA link into it and then edit this line in Sytners Iff Editor.exe.config that is located in the SIE directory:
